OCCUPATIONAL SUMMARY

 

This position is responsible for the administration of the resources and manpower required to provide safe, efficient, and economical transportation for all pupils entitled to transportation to and from school, and to other educational activities within a designated area. Has direct supervision and administration over the operational staff, coordinates assignment of a large bus fleet, and has responsibility for management of a Regional Transportation Center.  Assures that operational activities are in compliance with current Federal, State and School Board policies.  Develops and recommends bus transportation policy changes.

 

EXAMPLE OF DUTIES

 

1.            Plans, organizes, and manages the pupil transportation function for the area, directly and through subordinate supervisors. May have District-wide responsibilities in specific areas, such as magnet program, FEFP, and TAPP programs.

 

2.            Assigns, supervises and evaluates conferences-for-the-record, as well as recommends disciplinary action, when required, for all employees.

 

3.            Applies professional knowledge to technical problems such as planning, personnel assignments, equipment assignments, proper documentation and applies sound managerial techniques to reconcile employees' needs with the unit's objectives.

 

4.            Monitors the development of regional school bus routes for all exceptional, alternative, gifted and other special education programs.  Refers students with behavioral problems to appropriate principal.

 

5.            Aligns Center activities with Departmental and District strategic planning initiatives and goals and ensures that departmental priorities, such as on-time performance, are properly addressed.

 

6.            Establishes and monitors administrative policies and standard operating procedures, including sign in/out methods, key control, payroll control, adequate supplies, housekeeping and contingency/emergency plans plus coordinates plans with other agencies as required.  Insures the center is operating within the guidelines established by the Transportation Rules and Policies Manual and School Bus Driver Handbook.

 

7.            Insures adequate staffing levels and assignment of bus drivers and aides.

 

8.            Monitors and recommends through the Department of Transportation, assignments of school buses and other fleet vehicles as operational requirements dictate.

 

9.            Monitors and evaluates all Regional activities and programs, which include fleet operations, personnel assignments, compound security, and administration to insure that maximum efficiency is achieved in the Regional Transportation Center.

 

10.         Responsible for planning, coordinating and assigning buses for the transportation of large numbers of students for special events related to school, government and civic sponsored activities, such as the Orange Bowl Classic festivities.

 

11.         Participates in parent/school/special event conferences scheduled by principals and/or other staff members.  Meets with principals, the general public, parents and other administrators as required resolving operational problems.  Maintains an effective public relations program.

 

12.         Assists the Department of Transportation, in the development of the budget, selected reports, and record maintenance.

 

13.         Monitors the interpretation and implementation of Transportation Department policies, School Board policies and State laws applicable to school bus transportation.

 

14.         Develops and recommends departmental policies, methods and procedures, and enforces same; prepares items for School Board approval when required.

 

15.         Interprets the District's transportation programs to staff, School Board, the public and community agencies.  Establishes in-service programs for staff development as required.

 

16.         Directs the development, preparation, and review of records and reports of pupils transported, mileage, operating expenses and similar statistics, where applicable.

 

17.         Develops and recommends Regional capital facility improvements and new bus expenditure requirements to support the current and future regional transportation requirements.

 

18.         Coordinates and works cooperatively with the Director of Vehicle Maintenance to assure that vehicles are available for preventive maintenance and other scheduled maintenance.

 

19.         Administers drug and alcohol testing program within a transportation center.

 

20.         Administers weekly update program for all school bus drivers and implements safe driving plan in accordance with board policy and collective bargaining agreement.

 

21.         Performs other duties related to general administrative responsibilities of the position.

 

 

PHYSICAL REQUIREMENTS

 

This work requires the following physical activities: sitting, mobility, lifting, finger dexterity, grasping, repetitive motions, talking, hearing and visual acuity.  The work is performed primarily indoors.

 

 

MINIMUM QUALIFICATION REQUIREMENTS

 

1.            Bachelor's degree in Business Administration, Management or related field and five (5) years documented progressive experience in transportation operations of a large school district, bus transportation or municipal transit department.  Ten (10) years of progressive supervisory experience in transportation operations may substitute for the Bachelor’s degree.

 

2.            Minimum of two (2) years experience in a supervisory management capacity dealing with an organized labor force.

 

3.            Minimum of two (2) years experience in route development and coordination.

 

4.            Ability to communicate effectively as evidenced by clarity and conciseness of oral presentations and submitted documents.
