If the position does not require a college degree, you are required to have at least a high school diploma. OCCUPATIONAL SUMMARY
This position supports the Office of Charter School Compliance and Support in ensuring the efficient fiscal management of M-DCPS-sponsored charter schools. It involves collaborating with other District departments to meet the requirements of 1002.33 F.S., Charter Schools, as well as complying with applicable School Board policies, laws, and regulations.
EXAMPLE OF DUTIES
1. Monitors, verifies, updates, analyzes, and reconciles reports related to the fiscal operations of charter schools.
2. Plans, coordinates, and supervises the disbursement of grant-related funds in collaboration with the District Grants Department and the Florida Department of Education.
3. Analyzes and evaluates financial reports to ensure charter schools' financial management adheres to state statutes, School Board policies, and standards set by the Governmental Accounting Standards Board (GASB) and the Financial Accounting Standards Board (FASB).
4. Reviews and assesses the feasibility and accuracy of annual budgets submitted by charter school governing boards at the beginning of the fiscal year.
5. Monitors the financial progress of charter schools designated as being in financial emergency by the Florida Department of Education Commissioner, ensuring compliance with established financial recovery plans.
6. Oversees the preparation of summative reports for committee meetings regarding charter school expenditures and budget allocations.
7. Participates in committee meetings to evaluate whether applicants demonstrate the capacity to successfully open and/or operate a quality charter school, providing technical support as needed.
8. Establishes and maintains strong working relationships with charter school principals and financial managers.
9. Serves as the primary liaison with internal and external auditors as needed.
10. Acts as a departmental liaison with the Office of the Controller, Office of Procurement Management, Office of Information Technology, and other relevant departments.
11. Performs other duties as assigned related to the administrative and financial responsibilities of this position.
PHYSICAL REQUIREMENTS
This work requires the following physical activities: sitting, mobility, lifting, finger dexterity, grasping, repetitive motions, talking, hearing and visual acuity. The work is performed primarily indoors.
MINIMUM QUALIFICATION REQUIREMENTS
1. Bachelor’s degree in Accounting, Finance or related field.
2. Certified Public Accountant preferred.
3. Minimum of three (3) years of progressive experience in Finance, Accounting, Treasury Management or related field.
4. Minimum of three (3) years administrative experience.
5. Knowledge of accounting, financial reporting, Florida laws and regulation.
6. Knowledge of computer software and technology pertinent to area of specification.
7. Demonstrated ability to communicate effectively in both oral and written forms.
