OCCUPATIONAL SUMMARY General Accounting, Internal Funds
This position is responsible for training, advising, and assisting school-site Treasurers, Secretary/Treasurers, administrators, faculty and clerical personnel with the accounting, reporting, and management of the schools’ Internal Fund. This work requires the exercise of independent judgment regarding the application and compliance of Board Rules, policies and procedures.
EXAMPLE OF DUTIES FOR INTERNAL FUNDS
1. Trains and advises Treasurers, Secretary/Treasurers, administrators, faculty and clerical personnel on matters relating to the accounting, reporting, and expenditures of school internal funds and District’s Fund 9 allocations.
2. Assists Treasurers, Secretary/Treasurers, administrators, faculty and clerical personnel in developing and implementing accounting procedures and practices in accordance with the Manual of Internal Fund Accounting, directives, Board Rules, State Regulations, and Internal Audit reports.
3. Conducts on site visits to review schools’ Internal Fund Accounting procedures and records to verify compliance with applicable procedures, manuals, directives and Board Rules. Prepares written reports of findings noted and discusses them with the Treasurers and Principals.
4. Instructs School Treasurers, Principals and other school site personnel with the establishing of accounts, posting transactions, property acquisition, expenditures, preparation of financial reports, bank reconciliations, the proper use of Fund 9 allocations, and Monthly Fund 9 Reconciliations.
5. Monitors the performance of new and experienced school personnel to ascertain training needs; responds to inquiries regarding proper procedures and assists in resolving unusual or complex situations related to Internal Fund activities.
6. Reviews monthly financial reports, bank reconciliations and other records, resolving discrepancies by phone or providing on-site technical assistance.
7. Assists in the presentation of training workshops requested by schools, Regional Centers, or Management Academy.
8. Assists in presenting various workshops to Money Matters Program participants and provides individualized training to program participants.
9. Presents mandatory workshops for all new Treasurers, Secretary/Treasurers, and workshops for year-end closing procedures.
10. Assists in the fiscal year end closing process and the preparation of the District’s Annual Financial Report to meet internal and external reporting requirements
11. Assists in compiling information for internal and external auditors in compliance with federal, state, local requirements and School Board policies and requirements.
12. Performs other duties related to the general administrative responsibilities of the position.
PHYSICAL REQUIREMENTS
This work requires the following physical activities: mobility, lifting, finger dexterity, grasping, repetitive motions, talking, hearing and visual acuity. The work is performed primarily indoors.
MINIMUM QUALIFICATION REQUIREMENTS
1. Bachelor’s degree in Education, Finance, Human Resources, Business Administration or related field or five (5) years of experience in related field.
2. Knowledge of computer software and technology pertinent to area of specification.
3. Demonstrated ability to communicate effectively in both oral and written forms.
