OCCUPATIONAL SUMMARY
The Office of Charter School Compliance and Support (CSCS) is the department within the M-DCPS that is charged with authorization, compliance and support of charter schools that operate under the jurisdiction of The School Board of Miami-Dade County, Florida.
The Executive Director, Financial Management, serves as most senior finance administrator in CSCS and is responsible for overseeing the fiscal health and compliance of charter schools authorized by the district, which includes but is not limited to, direct involvement and supervision of: staff within the division, financial analyses and reporting; budgeting and forecasting; compliance monitoring; risk assessment; data analysis and interpretation; and presentation and stakeholder communication.
EXAMPLE OF DUTIES
1. Reviews and monitors the financial condition of charter schools and present key findings to internal stakeholders for the purpose of driving decisions related to periodic and high stakes reviews that are essential to decisions related to performance.
2. Reviews and analyzes financial reports submitted by charter schools (e.g., budgets, interim reports, annual audits, Financial Corrective Action Plans) and other financial documentation required pursuant to statute, charter school contract, and applicable school board polices.
3. Evaluates financial viability in applications for new charter schools and financial performance of existing charter schools for presentation to Superintendent’s advisory committees, leadership and school board members to better inform decisions related to potential actions regarding charter school openings, renewals and closures.
3. For charter schools identified for financial corrective action, work with schools’ stakeholders to develop viable corrective action plans, monitor progress, and present annual results to leadership.
4. Oversees the development of annual financial scorecards and key financial data for charter school annual reports that are published for internal and external stakeholders.
5. Directs staff in reviewing and analyzing the annual independent audits of all charter schools and coordinating with the Office of Management and Compliance Audits to provide related reports to the Audit and Budget Advisory Committee.
6. Oversees charter school grants management process, in coordination with the Office of Grants Management, to the collect of applications/documentation from charter schools for state and federal grant funding opportunities, review and approve applications for grant funding, and review and process requests for reimbursement.
7. Coordinates with the Budget and Accounting departments to ensure proper and timely payment to all charter schools.
8. Coordinates requests for information from local and federal auditors regarding charter schools’ finances and grants.
9. Oversees collection of charter school deliverables and ensure compliance for special funding initiatives (e.g. TSIA, Referendum, ESSER).
10. Leads business management initiatives including establishment of financial procedures and oversight of the District’s online charter school compliance monitoring system relative to financial submissions.
11. Collaborates across CSCS divisions to develop annual enrollment projections.
12. Oversees communication with charter schools regarding all matters related to finance and grants.
13. Manages the department’s internal budget.
PHYSICAL REQUIREMENTS
This work requires the following physical activities: sitting, mobility, lifting, finger dexterity, grasping, repetitive motions, talking, hearing and visual acuity. The work is performed primarily indoors.
MINIMUM QUALIFICATION REQUIREMENTS
1. Certified Public Accountant (CPA) or Master’s degree in Accounting, Business Administration, Finance or related field.
2. Minimum of three (3) years of progressively related administrative/supervisory experience.
3. Proficiency with personal computers, especially spreadsheet programs, and school-based mainframe systems.
- Ability to communicate effectively in both oral and written forms.
