OCCUPATIONAL SUMMARY
Provides retirement counseling services to employees, providing estimates of monthly benefits for DROP, Regular and Disability retirement, and information regarding the provisions and rules of their respective retirement plan. Assures inclusion of all creditable service in the retirement estimate and assists with completion of all necessary applications and forms. Certifies final salaries to the Division of Retirement and provides official notification to Payroll, Risk and Benefits Management and the Division of Retirement. Provides survivors’ benefit information to family members of active and retired employees.
EXAMPLE OF DUTIES
1. Counsels prospective retirees regarding the provisions and rules of their Retirement Plan (Florida Retirement System, Teachers Retirement System, the Deferred Retirement Option Program and Disability Retirement – Pension and Investment) (Regular and in-line-of-duty), advising of benefit options and calculating estimated benefits; assists retirees in completing Retirement Applications and all other supporting documentation.
2. Audits personnel files by the month to assure proper retirement credit for each fiscal year, and reviews position/retirement code for proper credit. Completes certification of leave of absence, hardship/dire emergency/UTD sick leave benefits, workers’ compensation benefits and lump sum salary adjustments as required.
3. Provides forms and explains process of documenting for purchase, leaves of absence, military service, refunded service, in-state/out-of-state service, and option of using pretax rollover to pay for optional service.
4. Determines total months/years of retirement credit by plan, optional service, five (5) highest years of earnings, sick leave rate, enters data into proper retirement calculation spreadsheet program and reviews with prospective retiree. Provides multiple estimates as requested for different retirement dates/plans. Describes procedure for payout of sick and annual leave days and process of health insurance continuation. Explains mandatory rollover of sick and annual leave days to a tax shelter program.
5. Assists employees with the application process for disability retirement benefits. Reviews available benefits such as leaves of absence, short term/long term income protection benefits and health and life insurance benefits. Maintains disability database to monitor effective dates and submission of required forms.
6. Requests necessary workers’ compensation documents, including injury report, indemnity payout sheets, maximum medical improvement dates, and settlement agreement. Completes certification of workers’ compensation payments (WC1) to the Division of Retirement to assure retirement credit for workers’ compensation periods. Requests, through the Office of Risk and Benefits Management, payment of retirement contributions for periods of workers’ compensation and monitors same through completion. Completes and/or approves termination document and final salary certification for employees approved for disability retirement and completes termination process.
7. Discusses survivor benefits with family members of deceased employees/retirees. Reports death to the Division of Retirement, requests beneficiary documents for retirement and sick leave/vacation payout. Audits personnel file of deceased employees to determine years of retirement credit and complete death notification form.
8. Submits requests to the Division of Retirement to review retirement credit as a result of errors in retirement plan codes, job code errors and other periods of questionable retirement credit.
9. Distributes to and reviews the work of clerical staff to ensure timely completion and accuracy of work assignments.
10. Develops and implements administrative practices and procedures and advises immediate supervisor of the impact and recommends such changes in work methods, practices or processes as are necessary to achieve goals and objectives.
11. Reviews and approves the retirement and information notification (RTMT) form, assuring accuracy of retirement date, creditable service, sick leave rate, current address and participation in an incentive program if applicable.
12. Completes Terminal Leave Retirement Plan (TLRP) form, determining first eligible retirement date, correct daily rate and contract days to establish a sick leave rate to be used for future rollover of applicable sick leave payment to tax-sheltered program.
13. Certifies final salaries of regular retirees and DROP participants to the Division of Retirement for placement on the retired payroll. Provides breakdown of lump sum salary adjustments by fiscal year and serves as liaison with the Division of Retirement to provide timely reporting and placement on retired payroll.
14. Represents the Retirement Section as requested, at seminars, workshops or presentations providing information on retirement guidelines and benefits, and necessary forms as required by the Division of Retirement and/or M-DCPS.
15. Performs other duties related to the general administrative responsibilities of the position.
PHYSICAL REQUIREMENTS
This work requires the following physical activities: sitting, mobility, lifting, finger dexterity, grasping, repetitive motions, talking, hearing and visual acuity. The work is performed primarily indoors.
MINIMUM QUALIFICATION REQUIREMENTS
1. Bachelor of Arts degree or equivalent and a minimum of three (3) years experience in personnel administration, employee benefits or other retirement/personnel-related fields;
OR
A combination of post high-school education and a minimum of seven (7) years of progressively responsible experience in personnel administration, employee benefits or other retirement/personnel-related fields.
2. Ability to complete mathematical computations, maintain and/or create computer databases, use the internet and communicate effectively as evidenced by clarity and conciseness in oral presentation and written form.
